Modular buildings for Ukraine’s Customs and Border Infrastructure

The full-scale war has significantly changed Ukraine’s transport logistics and increased the strategic importance of border crossing points on the borders with European Union countries and Moldova. International freight transportation, humanitarian supplies, and passenger flows pass through these points. At the same time, customs and border infrastructure requires modernization, increased throughput capacity, and the creation of appropriate working conditions for government services.
According to Ukraine’s Ministry for Communities and Territories Development, as of March 2026, 41 road border crossing points were operating in Ukraine, 28 of which were managed by the State Agency for Restoration and Infrastructure Development of Ukraine. In 2025, repairs were completed at 10 border crossing points, while reconstruction and construction of new border infrastructure facilities continued in 2026.
However, the development of customs infrastructure is not limited to border crossing points. It also includes administrative buildings, customs and inspection posts, laboratories, technical facilities, weighbridges, and sanitary and welfare facilities.
One of the technological approaches to developing such infrastructure is modular construction.
What types of modular buildings are used for customs and border infrastructure?
The operation of customs and border services requires facilities designed for various purposes. Depending on the tasks involved, these may include compact inspection posts, administrative premises, or multi-module complexes with appropriate work, technical, and staff welfare areas.
The flexibility and speed of modular construction make it possible to design and manufacture:
-
Administrative buildings — customs department offices, service offices, meeting rooms, dispatch centers, and staff workstations.
-
Customs and checkpoint facilities — premises for inspectors, security posts, inspection pavilions, and buildings for document processing.
-
Technical buildings — server rooms, electrical engineering modules, premises for communication systems and specialized equipment.
-
Weighbridge facilities — service premises for personnel responsible for vehicle weighing control.
-
Laboratory modules — premises for collecting and examining samples and specimens, with the structure and equipment determined by laboratory process requirements.
-
Sanitary and welfare buildings — changing rooms, showers, restrooms, rest areas, and dining rooms for employees.
Modular buildings can be used both to develop new facilities and to expand existing infrastructure.
Why is modular construction effective for modernizing customs and border infrastructure?
Modernizing customs infrastructure often involves creating additional workspaces or upgrading existing facilities. Customs services operate around the clock, making it important to minimize construction work on-site while ensuring that buildings can be installed on the premises quickly.
The main advantages of modular construction for infrastructure projects include:
-
Construction speed. The main structural elements are manufactured at the production facility, where most engineering systems are installed and interior and exterior finishing is completed. A standard project typically takes up to three months to implement.
-
Engineering systems and equipment. Electrical systems, lighting, heating, ventilation, air conditioning, water supply, and wastewater disposal systems are installed during manufacturing. At the installation site, the building only needs to be connected to the municipal utility networks.
-
Comprehensive infrastructure development. Modular technology can be used to manufacture anything from an individual security post or technical module to a multi-module administrative building or an entire complex of facilities.
-
Future expansion. Depending on the structural design, modular buildings can be planned to accommodate future increases in floor area.
Other important advantages include installation on different types of foundations, the possibility of relocation and moving the building to another site, as well as a relatively small amount of documentation required.
Thus, modular construction can be used both to develop new infrastructure and to modernize existing customs service facilities.
XMODULE’s Experience: A Modular Building Complex for the Customs Service
An excellent example of using modular technology to develop public infrastructure is the modular customs complex project in Volyn Oblast.
As part of the project, the company manufactured and installed four buildings: a customs administration building, a laboratory, a technical facility, and a security post with a weighbridge. The complex has a total area of 182 m² and was completed in 60 working days.
This project demonstrates a comprehensive approach to infrastructure construction, in which a single manufacturer delivers facilities serving different functional purposes.
“Modernizing Ukraine’s customs and border infrastructure means not only restoring facilities quickly and efficiently, but also creating modern working conditions for government services. In my opinion, it is particularly important today to involve Ukrainian manufacturers with their own production facilities and professional teams, capable of acting promptly and delivering results during a period of instability for the country.
Projects are usually tailored to specific requirements. Therefore, at the concept development stage, it is advisable to calculate and consider all possible ways in which customs service teams may operate. Every detail matters — from the placement of buildings on the site to comfortable movement and working conditions inside the premises. That is why it is better to allocate a significant amount of time to project preparation, which may take up to one or two months. The manufacturing, delivery, and installation of the buildings are then monitored by the project manager in accordance with the plan,” commented Inna Khodak, Head of Marketing and Development at XMODULE.
The XMODULE team designs and manufactures modular buildings for administrative, industrial, technical, and specialized purposes. Its own production facilities enable the company to handle projects of varying sizes and complexity. The company has experience working with ministries, communities, and international organizations and is actively involved in restoring the country’s infrastructure.
